Marcia Wong

Marcia K. Wong has over thirty years of diplomatic, development and humanitarian experience with US government and international organizations, recently as an USAID Deputy Assistant Administrator for Humanitarian Assistance. Before rejoining the US government, she advanced humanitarian diplomacy and partnerships as the Head of Policy, the International Committee of the Red Cross/US and Canada, 2015-2022. In both positions, she led humanitarian policy and operational efforts to address crises, with a particular focus on climate impact, food insecurity, civilian protection, and strategic partnerships. Her early State Department work focused on energy, security, and economic reforms with posts in Russia and Japan. As a senior diplomat, she worked on crisis response – including helping establish the Office of Foreign Assistance and bolstering civilian capacity – and served as executive staff to two Secretaries of State, with extensive travel to the Middle East, Africa and Asia. With USAID, she led economic development efforts in Northern Macedonia (and support to Kosovo), and was a senior policy advisor for conflict and humanitarian assistance. Presently, she is a Board member of CDAC Network, which advocates for safe information and technology use during crisis, and serves on advisory committees to the ODI Humanitarian Policy Group, and a Lancet Commission initiative on Health, Conflict and Displacement.
