Maura Barry Boyle

Maura Barry Boyle is a global development leader and strategic advisor with more than 30 years of experience advancing food security, resilience, and inclusive growth across complex environments. A career member of the U.S. Senior Foreign Service, she has worked at the intersection of development, diplomacy, and security, shaping policy and leading large-scale programs. Most recently, she served as Senior Development Advisor to U.S. Africa Command (AFRICOM), advising senior leadership on strategy across Africa and strengthening coordination between development, defense, and diplomatic actors. Previously, as Senior Deputy Assistant Administrator at USAID, she oversaw a multi-billion-dollar global portfolio spanning food security, water, and climate resilience, including support to global responses to recent food system shocks. Her leadership experience spans the Caribbean, Southeast Asia, and East Africa, where she has led country and regional programs and built partnerships to advance sustainable development and resilience.
